As a part of the state's preparation and response to coronavirus disease 2019 (COVID-19), the South Carolina Department of Health and Human Services (SCDHHS) is announcing several policy changes and resources to protect the health and well-being of South Carolina Healthy Connections Medicaid members by ensuring ongoing access to care. The temporary provider policy changes outlined below will give providers needed flexibility to help ensure Healthy Connections Medicaid members continue to have access to care while supporting important social distancing measures.

Healthy Connections Members and Applicant Resources

If you don't have healthcare coverage, Healthy Connections Medicaid can cover the cost of COVID-19 testing and the administration of a COVID-19 vaccine. Apply for the COVID-19 limited benefit online or download a PDF version of the application through one of the links below. Current Healthy Connections Medicaid members do not need to apply for this new program.

Healthy Connections is South Carolina's Medicaid program. It is a medical assistance program that helps pay for some or all medical bills for many people who cannot afford medical care. The program also assists individuals who are over 65 or have a disability with the costs of nursing facility care and other medical expenses.

SCDHHS’ BabyNet eligibility team is still conducting evaluations and making referrals for infants and toddlers under 3 years of age with developmental delays, or who have conditions associated with developmental delays.

DHEC offers free COVID-19 testing through their mobile and pop-up clinics. At-home COVID-19 rapid antigen tests are available for free at DHEC public health clinics. For more information on how to receive free COVID-19 rapid antigen test, click here.

General information about COVID-19 can be found by visiting DHEC's website here or by calling the DHEC Care Line at (855) 472-3432 between the hours of 8 a.m. and 6 p.m.  If you have symptoms of COVID-19 including fever, cough, shortness of breath, or new loss of taste or smell, please contact your healthcare provider.

Q. Why is there a difference between covered dates of service and the claims submission acceptance date?

A. SCDHHS’ goal in preparing and responding to COVID-19 is to authorize services quickly, but the agency also needs time to update its system(s) to receive bills and reimburse for claims. Having earlier covered dates of service allows providers to start providing these reimbursable services to their patients immediately while system changes are being implemented and tested.
