Appendix K Temporary Retainer Payment Updates and Resources
The South Carolina Department of Health and Human Services (SCDHHS) has published additional provider resources related to Appendix K temporary retainer payments. This alert is an update regarding the temporary retainer payments that may be available to certain home and community based services providers in South Carolina. These resources include updated attestation forms and are an update to the Medicaid alert issued on Sept. 29, 2020, that announced temporary retainer payments to certain home and community based services providers in South Carolina.
Updated Attestation Forms Now Available
In order to be eligible for Appendix K temporary retainer payments, providers must submit an attestation form listing approximations of their usual and customary revenue and actual revenue totals for defined periods. Depending on service classifications, either Form 950K1 or Form 950K2 must be submitted with the application for Appendix K payment. Guidance regarding how providers can determine their service classifications was published in the Sept. 29, 2020, Medicaid alert.

Answers to common questions SCDHHS has received from providers are now available on the Frequently Asked Questions (FAQ) section of SCDHHS’ COVID-19 web page. Providers should continue to visit this page as additional FAQs and guidance will be added as they become available.
Timelines Surrounding Appendix K Payments
Providers are encouraged to take the time needed to review and submit accurate revenue totals and to comprehensively review the required attestation statements located on page one of the 950K1 and 950K2 forms. The effective dates of the approved Appendix K flexibilities are January 27, 2020 – January 26, 2021. Applications must be submitted by Jan. 26, 2021, to be considered for Appendix K payments.
