Approval of South Carolina’s Appendix K Amendments Request

On Friday, March 13, 2020, President Donald Trump declared a national emergency due to coronavirus disease 2019 (COVID-19) and Governor Henry McMaster declared a state of emergency for the state of South Carolina. As a part of the state’s preparation and response to COVID-19, the South Carolina Department of Health and Human Services (SCDHHS) submitted a request to the Centers for Medicare and Medicaid Services (CMS) to amend several 1915(c) Home and Community-Based Services waivers with the Emergency Preparedness and Response Appendix K. CMS approved SCDHHS’ request on April 21, 2020.CMS’ approval letter is available on SCDHHS’ COVID-19 websitealong with the amendment request that was approved for each waiver. Affected waivers include:

  • The Intellectually Disabled and Related Disabilities (ID/RD), Community Supports (CS) and Head and Spinal Cord Injury (HASCI) waivers. The request that was approved is available here.
  • The Medically Complex Children (MCC) waiver. The request that was approved is available here.
  • The Community Choices (CC), HIV-AIDS and Mechanical Ventilator Dependent (VENT) waivers. The request that was approved is available here.

The amendments that were approved are effective from Jan. 27, 2020-Jan. 26, 2021, unless SCDHHS determines they should sunset at an earlier date, and apply in all locations served by the individual waivers for anyone impacted by COVID-19.A variety of COVID-19-related provider resources, including updated responses to frequently asked questions, are available online at you for your continued support of the South Carolina Healthy Connections Medicaid program.
