The Medicaid Promoting Interoperability Program requires the use of Certified EHR Technology (CEHRT) during the Eligible Professional's (EP's) selected minimum consecutive 90-day reporting period. Standards, implementation specifications, and certification criteria for EHR technology have been adopted by the Secretary of the Department of Health and Human Services. EHR technology must be certified by an Office of the National Coordinator (ONC) Authorized Testing and Certification Body (ONC-ATCB) in order to qualify for the incentive payments. You can check your EHR certification below and we encourage you to discuss this with your EHR vendor.

Specialized Registry Reporting

Eligible Professionals (EPs) can submit data to two specialized registries to meet the Public Health Registry Meaningful Use requirement. EPs who submit to two (2) different specialized registries do not need to meet or exclude any of the other Public Health Registry Meaningful Use requirements (objective 10 for Modified Stage 2 and Objective 8 for optional Stage 3).

If you are attesting to being in active engagement with one or more of SCDHEC's registries to meet the Public Health Registry Meaningful Use requirement, you can contact them for information about: beginning registry engagement for meaningful use; you or your organization's current engagement status, and to request documentation of status to upload to your attestation. Certain EPs are able to exclude requirements pertaining to public health registry reporting and still meet meaningful use. Some examples include: the EP did not administer any immunizations during their EHR reporting period; or the EP does not administer immunizations. please contact 803-898-2996 for more information.

SCDHEC will not be able to declare readiness to accept submission during calendar year 2019 for Immunization Registry Meaningful Use Reporting. Therefore, SCDHHS has determined that ALL EPs who attest to upcoming Program Year 2019 will not need to meet this measure and automatically qualify for the exclusion for Objective 8, Measure 1 (immunization registry reporting). The following exclusion needs to be selected in the attestation:

"Any EP who operates in a jurisdiction where no immunization registry or immunization information system has declared readiness to receive immunization data as of 6 months prior to the start of the EHR reporting period."

EPs do not need to get any information or communication (letter, email, etc.) from SCDHEC in order to claim the exclusion.  EPs will not need to obtain or retain any auditable documentation for this exclusion.
